Syria has been a partner country of German Development Cooperation for more than 40 years.
The Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ) GmbH has been active in Syria on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) for almost all of this period.
The goals and priorities of the Syrian – German development cooperation have been agreed in a political dialogue between the both governments. The government negotiations are held at two-year intervals; the last negotiations took place at 2007. The results are recorded in a memorandum of understanding.
In 2003, the Syrian government decided to move towards a market economy, focusing on the social aspects. Since that time and in response to the request of the Syrian government, GTZ has supported the country’s reform process, providing significant assistance in priority areas such as water, urban development, economic reform and renewable energy.
The cooperation in the water sector was established in 2003 and the first phase of the Syrian – German water programme started in 2006.
Further areas of cooperation are:
- Supporting Syrian economic reforms by providing information, advisory services and training for Syrian experts in the government, institutes and other entities as well as for university faculty;
- Urban development, the focus is on increasing competencies in urban planning and providing institutional support for municipalities, in addition to training personnel and advising on reform issues such as decentralisation;
- Supporting Syria in the field of renewable energy and energy economics;
- Providing strategy advice to Syrians exploring investments and helps in developing strategies for exporting Syrian products to international markets. Capacity building for local investors is also significant.
