Within the German government, the Federal Ministry for Economic Co-operation and Development (BMZ) formulates and co-ordinates Germany's development policy in close co-operation with the Foreign Office. Syria and Germany engage in governmental negotiations and consultations – led on the German side by BMZ – to agree on joint strategies, projects and programmes.

The German Embassy in Damascus co-ordinates the activities of German co-operation in Syria; it represents the government in donor co-ordination meetings and conducts dialogue with the Syrian government and civil organisations.

 



Technical cooperation:
Two major implementation agencies carry out technical cooperation on behalf of BMZ in Syria:

  • Deutsche Gesellschaft für Technische Zusammenarbeit GmbH (GTZ) provides technical co-operation in support of complex development and reform processes in more than 130 partner countries. Its experts offer comprehensive advisory services that provide viable, forward-looking solutions for political, economic, ecological and social development. GTZ aims to improve the living conditions and prospects of people in developing countries on a sustainable basis.

  • Bundesanstalt für Geowissenschaften und Rohstoffe (BGR) is the central geoscientific institution of the German government and also acts as an implementing organisation for technical cooperation projects in the areas of geosciences and mining. In Syria, its experts assist in the fields of water resources development and management.


Financial Cooperation:

  • KfW Entwicklungsbank (KfW Development Bank) finances investments and advisory services on behalf of the German government. Its aim is to build up and expand social and economic infrastructures and to create efficient financial institutions while protecting resources and ensuring a healthy environment. As part of the KfW Banken-gruppe (KfW banking group) it is a worldwide financing partner, and it also employs funds of its own for development projects.


Human Resources:
Five German agencies are specialized in human resources:

  • Capacity Building International, Germany (InWEnt). InWEnt's services cater to skilled and managerial staff as well as to decision-makers from business, politics, administration and civil society worldwide. InWEnt cooperates equally with partners from developing, transition and industrialised countries and benefits approximately 55,000 persons yearly.

  • Deutscher Entwicklungsdienst (DED) places professionally experienced and socially committed specialists within local partner organisations in order to support the implementation of their projects.

  • Centrum für internationale Migration und Entwicklung (CIM) is a human resources recruitment and placement organisation for German development cooperation and places technical experts and managers in partner organisations at their request.

  • Deutscher Akademischer Austauschdienst (DAAD) is committed to advancing academic relations between Germany and other countries as well as, more generally, to promoting the fields of education, science, culture and research. It pursues these objectives through short-term exchanges for research or teaching purposes. In addition, long-term doctoral scholarships are granted to graduates from developing countries. is concerned with the develop-ment of human resources and organisations within the framework of international cooperation.

  • Senior Experten Service (SES) provides senior citizen volunteers from Germany to share their working experience – mainly in technical and economic fields – with local partners.
