Over 50 expert from government, private sector and media convened to discuss the future of private sector participation in the Syrian water sector. The key recommendation of the presentation introducing the topic, were to take a gradual approach and to start with less demanding private sector participation first to be able to build the needed legal and regulatory capacities. Such models would include performance oriented service contracts or management contracts as well as Design-Build-Operate contract types in the wastewater sector.
Dr. Kamal Al Shiekha stresses that the Syrian Government was ready to support private engagement were the capacities were in place to do so. The very first positive experience with PPP in the water sector was made with the GTZ supported Treatment Plant of Jdidet Yabous. In discussion with the audience it became clear that the government, under any type of PPP model, would always be in charge of safeguarding that all people were receiving water at a fair price. Dr . Kamal Al Shiekha made very clear that a full privatization of water services delivery was out of question.
